Sadly im not very familiar with Raspi OS Bullseye but I found an Github bug report for Motion that might be related and can help you.

maybe try, if you can get some output with that to confirm if its a problem with the libcamera suite or Bullseye in general and you need to enable the camera first in some settings.

Hello taskit-team,

I have a PiCam module with a Raspberry Pi Camera NoIR V2 - 8MP and a Compute Module 4 - 2GB RAM, 32GB eMMC, 2.4/5.0GHz Wi-Fi & Bluetooth 5.0 (CM4102032). Unfortunately, it seems I'm not able to make the camera to work on Raspi OS Bullseye 64 bit but libcamera always returns ERROR: *** no cameras available ***

If tried flashing the picam_module210222.img Image and it works perfectly. Any idea on how to make the camera work on Raspi OS Bullseye 64 bit?
